In alignment with new state law, Thrall ISD has posted its HB 1481 policy for student cell phones and personal communication devices to promote a focused learning environment by minimizing distractions from cell phones and social media. The goal is to help students stay engaged, build stronger in-person relationships and connect more meaningfully with their teachers and peers.
Students may have their phones on their person during the school day, but they must be turned off and out of sight from the moment they enter the building in the morning until they leave campus at the end of the school day. This includes walking to classes that are away from the main campus like athletics, band, agricultural science, physical education, etc.
This policy applies to the following devices:
Cell phones (both smartphones and basic phones capable of texting or calling)
Tablets and handheld gaming devices
AirPods, earbuds and bluetooth-enabled headphones
Smartwatches and fitness trackers that connect to the internet
If you need to reach your child during school hours (e.g., for schedule updates or pickup changes), please contact the school’s main office. Staff will ensure the message is delivered promptly.

Students may use a phone located in the main office if they need to get in touch with a parent or guardian during the school day.
Students with medical needs—such as diabetes or seizure monitoring—may be granted an exemption with proper documentation from a licensed medical professional. Approved use will be limited strictly to the medical purpose and does not permit general phone usage.
Students cannot use their phones during lunch or class transition times, as the policy remains in effect during all parts of the school day, including lunch and passing periods.
Students can have their phones out on trips, when they are away at games or events, on buses, dependent upon the Director or Employee/Coach in charge of the student trip.
